Geopolitical tensions are reshaping the digital landscape—fragmenting supply chains, straining multilateral institutions, and complicating the collective action needed to address cyber threats, AI risks and attacks on critical infrastructure. At the same time, strategic competition between major powers and the growing influence of technology companies are redefining how international digital cooperation is forged and sustained. As the global digital order comes under increasing pressure, governments, industry and international organisations must rethink how they collaborate to manage shared risks while safeguarding openness, resilience and trust. What new approaches are needed to sustain effective cooperation and shape a stable, secure and resilient cyber order?
