Cyber-enabled scams and fraud pose a regional and global challenge with significant costs to economic security, national security, and public safety. Beyond monetary loss, scams are emotionally and psychologically devastating to victims. They also undermine trust in digital platforms and enrich multinational criminal networks, with cascading consequences for national security.

Scams exploit gaps across borders, sectors, technologies, and institutions. An effective response requires a multi-pronged, multi-stakeholder, and multi-national approach that combines prevention and enforcement, continued investment in strong cybersecurity, and collaboration across public and private actors throughout the region and beyond. 

The Center for Cybersecurity Policy and Law will convene this multi-stakeholder roundtable to unpack these challenges and identify practical, achievable policy options that can help to reduce the frequency and magnitude of fraud and scams in the ASEAN region.
