Biography

Rafał Rosiński has served as Undersecretary of State at the Ministry of Digital Affairs since 2024. He is an economist and academic at Koszalin University of Technology, where he previously served as Vice-Dean for Student Affairs. He holds a PhD in Economics from the University of Gdańsk and is the author of more than 50 academic publications, including two monographs. In 2009, he received the Złote Skrzydła Gazety Prawnej award for the best book in the “Taxes” category. 

He has extensive experience in public service, having served as Deputy Marshal of the West Pomeranian Voivodeship and as a long-standing member of the Regional Assembly. 

Rosiński has been active in the Polish Economic Society for more than 15 years. From 2020 to 2024, he served as President of its Koszalin Branch and as a member of the National Board. He is currently a member of the Society’s Scientific Council.
