Biography

EU Ambassador to Singapore Artis Bērtulis assumed office on 1 September 2025. He is a senior Latvian career diplomat with extensive ambassadorial experience, including postings to Guinea-Bissau, India, Italy, Portugal, Brazil and Sweden.

He previously served as Director General for EU Affairs at Latvia’s Ministry of Foreign Affairs, where he worked closely with the Prime Minister during Latvia’s adoption of the Euro. Earlier in his career, he was Foreign Affairs Adviser to the Prime Minister and to the Minister of Foreign Affairs, and twice served as Head of State Protocol.

Ambassador Bērtulis began his diplomatic career in the early 1990s, during Latvia’s post-independence period, including work with the Latvian Parliament’s Foreign Affairs Committee and the North Atlantic Assembly in Brussels.

He holds a Master’s degree in Physics and completed postgraduate studies in international affairs at the University of Latvia and the Royal College of Defence Studies in London.
