Frontier AI and International Cybersecurity: Towards a Global Governance Framework

As frontier AI systems become increasingly capable and integrated into economies and critical functions, ensuring that these technologies are tested, secured and deployed responsibly is becoming an increasingly important cybersecurity challenge.
Organised by Microsoft and Clifford Chance, with support from the Cyber Security Agency of Singapore (CSA), this session will bring together policymakers, regulators, cybersecurity leaders, legal and policy experts to explore how governments and industry can balance access to frontier AI and continued innovation with trusted deployment and appropriate security safeguards. Discussions will examine the role of evaluations, red teaming and security testing in building confidence in advanced AI systems, as well as what emerging AI security incidents are revealing about vulnerabilities across models, infrastructure, access controls and the broader AI ecosystem.
The session will also consider how lessons from cybersecurity can inform approaches to AI security and governance, and where governments, industry and research institutions can work together internationally on testing, risk management and security while preserving innovation and avoiding unnecessary fragmentation.
