Biography
Ms Gwenda Fong is the Chief Executive of the Cyber Security Agency of Singapore (CSA) and Commissioner of Cybersecurity. She was appointed to this role on 1 July 2026.
She previously served at CSA from 2017 to 2022, where she last held the post of Assistant Chief Executive (Policy and Corporate Development), during which she was closely involved in the drafting and implementation of the Cybersecurity Act (2018), led the refresh of the national Cybersecurity Strategy in 2021, and helped position Singapore as a global cyber thought leader.
Prior to her return to CSA, Gwenda was Deputy Secretary (Digital Society and Development) at the Ministry of Digital Development and Information (MDDI) from 2023 to 2026, where she led the development of the Digital Society Strategy in support of Smart Nation 2.0 and oversaw legislative efforts to address online harms. She also served at the Infocomm Media Development Authority (IMDA) in 2022, driving digital access and adoption programmes.
Earlier in her career, Gwenda held roles at the Ministry of Health, Ministry of Defence and the Defence Science & Technology Agency.
She holds BSc and MSc degrees in Electrical Engineering from Stanford University and an MSc in International Planning from University College London. She was awarded the Public Administration Medal (Silver) in 2025.
